Little Burl has been TEETHING! 
Eek and poooor guy. 
He's got his top and bottom 4 front teeth, space, molars-coming-in. And they're not pretty - the edges are in but the middles of the teeth are still under the gum. And the spaces between the moving molars and the front four are starting the canine-tooth rumble...
